Plug And Play Settings Windows 10

I'm trying to make the device manager in windows 10 show 'Non Plug and Play' legacy devices (trying to see if one is loading correctly). These show up in windows 7 when I go view->show hidden devices, but they're not there in windows 10. I've tried setting DEVMGR_SHOW_NONPRESENT_DEVICES=1 (though if I understand correctly that just shows ghost devices).
Is there a way to make the device manager show these? If not is there another tool to show the status of such devices?
- To view non-Plug and Play devices, open Device Manager and choose Show Hidden Devices from the View menu. In the default Devices By Type view, the formerly hid¬den devices will appear under the Non-Plug And Play Drivers branch.
- Device Manager displays only non-Plug and Play devices, drivers, and printers when you click Show hidden devices on the View menu. Devices that you install that are not connected to the computer (such as a Universal Serial Bus [USB] device or 'ghosted' devices) are not displayed in Device Manager, even when you click Show hidden devices.
- On Windows 8, these hidden devices are not listed under the “Non Plug and Play Drivers” item but instead, they are listed on their appropriate categories. You will also notice that there are more device categories listed on it.

edit: this is on a Lenovo T60 laptop in case it makes a difference
